As part of this, a review of the town's library services is taking place.
Libraries could close - or have their hours drastically reduced.

Whitefield Library is an important resource - providing services to young and old - and is an important meeting point for the whole community.
As well as running a twice-weekly homework club for school children and a magical story-time for under-fives, the library also hosts a range of adult education classes, helping older people or those confused by IT to get started on the Internet and with email.
See this story in the Manchester Evening News (November 4, 2011) for further information about the proposals.
Details of how exactly the cuts will fall are still to be announced.
The local authority will start consulting with the public about where and how the cuts will fall, but - with the library budget set to be drastically reduced by £540,000 - it is expected that some libraries will have to shut for good.
Sign the online petition here - or look out for copies of which will be available in a number of Whitefield businesses (locations TBC).
